To start drawing your border line you measure 1cm from the edge of the Drawing sheet all round, 

then join the points together forming straight lines in a rectangular shape.

And that's the result you get.

TITLE BLOCK

Overall length of 15cm

 and height of 5cm, 

length divided into 3 parts 5cm each while height divided into 5 parts 1cm each.
